Will high voltage current applied to a vehicle metal body fry the electronics in a car?

I know the cops are working on this, to stop high speed pursuits.

Actually, many cars are struck by lightning and receive no damage other than to the body and possibly from blown tires where the lightning goes to ground. Cars are grounded very well and applying current to the metal body poses more of a risk to the occupant who may be touching a metal part than the electronics. I think, but I am not sure, that the devices you are talking about produce a burst of electromagnetic interference that disables the computer.
