do video game makers pay car companies to use their cars in a racing game or is it the other way around?

Do the car companies pay video game makers to put their cars in games because it is an advertisement. Or do the video game makers pay the car companies to use their car designs since they are patented.

It's usually the first case. Gamers want real cars, so companies have to get the rights from car makers to use the name and likeness. It's also a reason why most racing games that uses real cars don't have damages.
